Horizontal Transfers from Other Universities Abroad (Based on Academic Achievement)

Horizontal transfers from other universities abroad to the academic programs at Özyeğin University are completed as per the “Rules and Regulations on the Principles of Transfers between Associate and Bachelor’s Degree Programs, Double Major and Minor at Higher Education Institutions, and Credit Transfers between Higher Education Institutions”. As per YOK legislations, we are unable to accept horizontal transfer applications submitted from the overseas universities listed in the OSYM guide, including universities in TRNC, as we do not have any available quotas for horizontal transfers from these universities. Due to the global Covid-19 epidemic, the application will be received within the framework of the conditions determined by YÖK within the scope of the Appendix-2 based on the decision of the Higher Education Executive Board dated 27.05.2020, pertain to the fall semester of 2020-2021 academic year.

 
 

Application Terms and Conditions

  • Applications will start to be received as of July 06, 2020 Monday at 10.00 am.
  • Applications are submitted online. Applicants must complete and submit the Online Application Form. Applicants who apply for multiple programs may specify up to two preferences on a single form.
  • Application Fee: 250 TL for each program applied by the student. Applicant may choose up to two programs. The applicant’s name and surname, TR Identification Number, and application purpose must be specified in the description field of the receipt. (i.e. Ayşe Fırat, 12345678901 - horizontal transfer from universities abroad) The application fee must be deposited in the following account: Fibabank Özyeğin University Branch IBAN No: TR720010300000000003115544The application fee is not refundable or cannot be offset with the tuition.
  • All of the required fields on the application form must be accurately filled out. The required documents and receipts for the payment of the application fee must be attached to the form and submitted online in pdf or jpg format. Documents will only be accepted through the online form, and the documents sent by post or courier will not be accepted.
  • Applications with incomplete documents will not be considered. Should it be subsequently determined that a student has been admitted based on incomplete, inaccurate, misleading or otherwise falsified/forged documents and statements, or should a student fail to provide the original copies of the required documents to the University at the time of enrollment, the student will not be enrolled, and, if enrollment has already been completed, the enrollment will be revoked, regardless of the semesters the student has studied at the University.
  • Students who wish to transfer to an English-medium academic program must fulfill the University’s English proficiency requirements. To do so, these students must sit for the Placement and TRACE examinations, unless they already hold a valid nationally or internationally recognized English proficiency certificate. Students are required to send an email to student.services@ozu.edu.tr to inform their intent to attend the examination. Placement and TRACE exam dates will be announced.

Application Requirements

General Requirements:

  • International University: The candidate must be enrolled in an international higher education institution not included in the ÖSYS / YKS Guidelines (Such applications are not accepted because of lack of quota for the internaitonal universities included in the guide, including TRNC.)
  • Recognition: The applicant’s university (higher education institution) and current program must be recognized by YÖK, the Higher Education Council of the Republic of Turkey. In particular, the university abroad must be recognized by YOK as an authorized institution to award an undergraduate degree. For horizontal transfer applications from universities abroad, the YÖK recognition procedures will be completed by our University on behalf of the applicants. 
  • Equivalence:  The applicant’s current degree program must be equivalent to the new degree program to which s/he seeks to transfer. Equivalent programs are those that have either identical names or at least 80% identical curriculum, as approved by the respective faculty/school executive board.
  • Registration Status: The applicant must still be registered in an undergraduate program at a higher education institution abroad. Students on leave of absence are also eligible for horizontal transfer applications. However, unregistered students cannot apply for horizontal transfer. As per YOK legislations, we are unable to accept horizontal transfer applications submitted from the overseas universities listed in the OSYM guide, including universities in TRNC, as we do not have any available quotas for horizontal transfers from these universities.
  • Period of Study: Transfer applications can be submitted for freshman, sophomore, junior and senior years for the 2020-2021 Fall semester. Please note that applications must meet the application requirements announced by YÖK (CoHe) in the Supplementary Article 2 for the 2020-2021 Fall semester due to the Covid-19 pandemic. Transfer students are not admitted to the English Preparatory Program. Students who failed the English Preparatory Program are also not eligible to apply for transfers. 
  • Cumulative Grade Point Average (GPA): Pursuant to the application requirements YÖK (CoHe) announced in the Supplementary Article 2 for the 2020-2021 Fall semester due to the Covid-19 pandemic, prospective transfer students are not expected to satisfy a minimum cumulative grade point average. The credit and grade transfers of admitted sophomore, junior, and senior year transfer students are completed based on the courses they have passed, and these students are admitted to the corresponding year based on the total credits of substituted courses. In a case in which a program received more application than its designated quota, students will be ranked based on their university admission documents (documents based on which they are admitted to their current university abroad) or the ÖSYS (Student Selection and Placement Center) or YKS (Higher Education Institutions Examination) score reports, or equivalent documents.
  • Successful completion of all courses taken: Applicants must have completed all of the courses they have taken in their current program with at least a passing grade. Applicants who are not registered in the top 1,000 universities in the YÖK-recognized university rankings and are unable to complete all of the courses they have taken with at least a passing grade may still apply for horizontal transfers provided that their OSYM placement scores in the year they were enrolled in their current program were either equal to or higher than the base scores of the undergraduate programs at OzU to which the applicants seek to transfer in the respective year. If the undergraduate program at the University did not have a base score in the respective year, the applicant’s horizontal transfer application will not be considered. Applicants who are currently registered in the top 1,000 universities are not expected to meet the base score requirement. However, in a case in which a program receives more application than its designated quota, students will be ranked based on their university admission documents (documents based on which they are admitted to their current university abroad) or their ÖSYS (Student Selection and Placement Center) or YKS (Higher Education Institutions Examination) score reports, or equivalent documents
  • Base Score and Ranking for Applicants from the Top 1,000 Universities: The base score and ranking requirements will not be applicable to prospective horizontal transfer students who apply from the world’s top 1,000 universities in the global university rankings conducted by the ranking institutions recognized by YÖK (i.e. Academic Ranking of World UniversityQS World University RankingsTimes  Higher  Education  World  University  Rankings) as per the application requirements announced by YÖK in the Supplementary Article 2 for the 2020-2021 Fall semester due to the Covid-19 pandemic. In a case in which a program receives more applications than its designated quota for international transfers, students will be ranked based on their university admission documents (documents based on which they are admitted to their universities abroad) or their minimum OSYS / YKS score or equivalent documents. 
  • Base Score and Ranking for Applicants from Other Universities (Not Listed in the Top 1,000 Universities): In case of applications from other universities not listed among the world’s top 1,000 universities in the global university rankings conducted by the ranking institutions recognized by YÖK (i.e. Academic Ranking of World UniversityQS World University RankingsTimes  Higher  Education  World  University  Rankings), applicants must have sat for the OSYS (Student Selection and Placement Examination) in the year they started studying abroad, and must have achieved a central examination score which is either equal to or higher than the base score set for the equivalent programs in Turkey in the respective program’s score type. 
    • For the Law Program: Horizontal transfer applicants who were placed and enrolled in a higher education institution in the 2015-2016 Academic Year must also have ranked in the top 150,000 in the central placement examination in order to be eligible for horizontal transfer. Horizontal transfer applicants who were placed and enrolled in a higher education institution in and after 2018 must also have ranked in the top 190,000 in the central placement examination in order to be eligible for horizontal transfer. 
    • For Architecture (English and Turkish) Programs: Horizontal transfer applicants who were placed and enrolled in a higher education institution in the 2016-2017 Academic Year must also have ranked in the top 200,000 in the central placement examination in order to be eligible for horizontal transfer. Horizontal transfer applicants who were placed and enrolled in a higher education institution in and after 2018 must also have ranked in the top 250,000 in the central placement examination in order to be eligible for horizontal transfer. 
    • For Engineering Programs: Horizontal transfer applicants who were placed and enrolled in a higher education institution in the 2016-2017 Academic Year must also have ranked in the top 240,000 in the central placement examination in order to be eligible for horizontal transfer. Horizontal transfer applicants who were placed and enrolled in a higher education institution in and after 2018 must also have ranked in the top 300,000 in the central placement examination in order to be eligible for horizontal transfer. 
  • Students enrolled in higher education institutions abroad before the 2020 - 2021 academic year are required to meet the requirements in the ÖSYS / YKS Guidelines for the year in which they enrolled in the higher education institution abroad.

Additional Application Requirements by Programs:

In addition to the above-cited application requirements, applicants must also fulfill the following additional application requirements for the respective programs:

  • Language Proficiency: Applicants must satisfy the language proficiency requirements set for the language of instruction of the program to which they seek to transfer. Applicants who fail to satisfy the language proficiency requirement are not enrolled, and if they have already been enrolled, their enrollments will be revoked. Please click to see the language proficiency documents recognized by the University. Applicants who do not have a proof of their English language proficiency may take the PLACEMENT and TRACE examinations administered by Özyeğin University in order to prove their language proficiency. 
  • For the Aviation Management Program: Horizontal transfer applicants must prove that they have a Criminal Record Certificate (Police Clearance Certificate) and/or Archived Criminal Record Check. Prior criminal record or criminal conviction might prevent entry into airports. These applicants must also submit a clean bill of health (medical report) issued by a general hospital which confirms that the holder does not have any medical problems which might prevent him/her from serving as an Aviation Manager and/or fulfilling the roles and responsibilities of an Aviation Manager.
  • For the Professional Flight Program: Horizontal transfer applicants must prove that they have a Criminal Record Certificate (Police Clearance Certificate) and/or Archived Criminal Record Check. Prior criminal record or criminal conviction might prevent entry into airports. These applicants must also submit a clean bill of health (medical report) issued by a general hospital which confirms that the holder does not have any medical problems which might prevent him/her from serving and/or fulfilling the roles and responsibilities of the profession.

Application Information and Documents

Application documents must be either in Turkish or English. If application documents are prepared in a language other than Turkish or English, their notarized translation into Turkish or English must also be attached to the original document. The required documents and receipts for the payment of the application fee must be attached to the form and submitted online in pdf or jpg format. Documents will only be accepted through the online form, and the documents sent by post or courier will not be accepted.   

Application Documents All Students Must Submit:

  • Application Form: The online application form with all of the required fields accurately filled out.
  • Application Fee: The receipt issued for the payment of the application fee, which is 250 TL per each program applied. The applicant’s name and surname, TR Identification Number, and application purpose must be specified in the description field of the receipt. (i.e. Ayşe Fırat, 12345678901 - horizontal transfer from universities abroad) The application fee must be deposited in the following account: Fibabank Özyeğin University Branch IBAN No: TR720010300000000003115544 
  • Student Certificate: A stamped and signed student certificate issued by the applicant’s current university. The certificate must bear the applicant’s current year, and clearly specify that the applicant is still a registered student. E-signed documents with a verification code are also accepted.
  • Discipline Records: A stamped and signed discipline record issued by the applicant’s current university to show the applicant’s disciplinary history. (If the student certificate also includes the applicant’s disciplinary record, it is also acceptable.) E-signed documents with a verification code are also accepted.
  • Official Transcript: The transcript issued by the applicant’s current university, listing all courses taken and grades and GPAs achieved. If the transcript does not include descriptive information about the grading system and the language of instruction of the program, in addition to the transcript, separate documents must be provided for the grading system and the language of instruction. If a grade system other than 4.00 or 100 is applied in the registered university, an official document to be obtained from the university, explaining the transformation must be attached. E-signed documents with a verification code are also accepted.
  • Course Description and Content: Detailed descriptions and content of the courses listed in the applicant’s transcript. 
  • OSYS / YKS Exam Score Report (Including the Placement Scores and Ranking): The applicant’s exam score report which shows all of the LYS / YKS placement scores and rankings the applicant achieved in the year s/he enrolled in his/her current university. The exam score report can be printed from the OSYM website and is required to have a verification code. 
  • Examination Document(s) / Diploma Used in Admission to Universities Abroad: The international documents the applicants used for admission to their current universities abroad (SAT, IB, Abitur etc.)
  • Identification Card:  National Identity Card with photo or TR Identification Number/Blue Card/Passport
  • High School Diploma: Copy of the high school diploma issued by the applicant’s high school.
  • Language Proficiency: Certified true copy of the recognized language proficiency certificate, if available. Please click here for more about the Language Proficiency Requirements.
  • Proof of Returning to Home Country:  The official letter which verifies the applicants have applied for horizontal transfer from other universities abroad due to one of their parents’ return to Turkey upon completion of their official duty or their employment abroad.
  • Proof of Employment: The official letter issued for full-time, permanent public servants at public institutions/organizations who are appointed permanently elsewhere as well as for their dependents and for children of international diplomats studying in Turkey.
Additional Documets for Students Applying for Horizontal Transfer to the Undergraduate Aviation Management Program:
  • Archived Criminal Record Check must be received from the Chief Public Prosecutor's Office in the last 1 month which shows that there is no criminal record and/or judicial record archive record that would prevent acquisition of the airport entrance card. You can obtain the document though e-devlet system. (The original copies must be submitted at the time of enrollment.)
  • A copy of the clean bill of health (medical certificate) issued within the last 6 months by a general or private hospital which confirms that the holder does not have any medical problems (i.e. loss of hearing or vision). 
Additional Documets for Students Applying for Horizontal Transfer to the Undergraduate Professional Flight Program:
  • Archived Criminal Record Check must be received from the Chief Public Prosecutor's Office in the last 1 month which shows that there is no criminal record and/or judicial record archive record that would prevent acquisition of the airport entrance card. You can obtain the document though e-devlet system. 
  • Original and copy of health certificate and health report in accordance with the ICAO Annex-1 Class 1 decree received from hospitals authorized by Directorate General of Civil Aviation, confirming that the holder does not have any medical problems (i.e. loss of hearing or vision). (The original copy must be submitted at the time of enrollment.)
    The list of authorized aviation medical centers can be found on the official website of the DGCA. It is compulsory and under the responsibility of students to convert the health report from the competent aviation medical center to a certificate. You can reach the procedures for converting the health report to the certificate on the official web page of DGCA. Students who cannot convert their health reports to certificates due to the prolongation of bureaucratic procedures until the date of registration can enroll with the original and a copy of the health report. (Providing the original and a copy of the 1st class health certificates by 1 October 2019). First class health certificates will be returned to you after being compared with the original one and you will have the responsibility of renewing and delivering the copy to the Faculty of Aeronautics and Astronautics every year during your studies
  • Certificate of Residence. (Documents taken from e-devlet system are accepted.)

Evaluation and Results

  • Horizontal transfer applications are evaluated by the respective academic units, and the final decision is rendered by the Executive Board.
  • The results are posted on the University’s website.
  • Admitted horizontal transfer applicants must submit their “intent to enroll” to Student Services within the dates announced in the application-admission calendar, and must enroll in their new departments within the enrollment dates.
  • No admission scholarships are available for horizontal transfer students from other universities. The University may, however, award academic-merit scholarships (based on placement scores, placement rankings, cumulative GPA, successful completion of the preparatory program, discipline record etc.). Recipients are notified of the rate as well as the terms and conditions of their scholarships via email.
  • The final decision about the credit and grade transfers is rendered by the respective executive board.

Enrollment

Students whose horizontal transfer applications have been accepted and who have declared their affirmative intention to enrol will be informed later for the University enrolment process.

Students who wish to register will need to submit their registration documents to Student Services on the registration dates and complete their tuition fees. Students who do not submit the documents within the deadline lose their right to enroll. 
Registration documents are as follows:

  • Originals of the documents submitted in the application
  • Current transcript from the registered university
  • 1 passport photograph taken within the last six months to easily introduce the candidate
  • Signed printout of the student enrollment information form (You can get information from http://www.ozyegin.edu.tr/kayit to learn the dates when the student enrollment information forms are open and fill in the forms.)
  • Original high school diploma
  • Receipt showing that the tuition fee has been paid
  • For Aviation Management undergraduate program: Originals of the health report and criminal records submitted in the application
  • For Professional Flight undergraduate program: 13 biometric photographs taken in the last 1 month, original health certificate presented in the application and the original criminal record

Fees

Tuition fees for 2020 - 2021 academic year will be announced later.

Scholarships

Horizontal transfer applicants, if admitted, will forfeit all of the current scholarships and tuition discounts awarded by their current universities. No admission scholarships are available for horizontal transfer students from other universities. The University may still consider the scholarship options (scholarship rate, terms and conditions), and may award scholarships based on academic merit (i.e. OSYM base scores, cumulative GPA.) or clean discipline record. In such a case, recipients are notified of the rate as well as the terms and conditions of their scholarships via email. The notification emails are sent to the email addresses the recipients provided in their applications. Scholarships are awarded in the form of tuition waivers only. Should a program require any additional fees, these fees must be paid by all students, regardless of the students’ existing tuition waivers or tuition discounts. Additional fees are paid based on the amounts, and the payment terms and conditions set for the current academic year in which the students transferred to their new programs. Students are enrolled after they accept these terms and conditions.

Grade and Credit Transfers & Period of Study

  • Students whose horizontal transfer applications and intent to enroll have been approved can be granted exemption from the courses they passed in their previous programs. The final decision about courses to be waived and the required grade and credit transfer is made by the respective Faculty / School Executive Board. 
  • The language of instruction of the courses taken and successfully completed by the applicant must satisfy the language of instruction requirements of exempted/waived courses in the students’ new programs at OzU.
  • Based on the total credits of exempted/waived courses, the number of semesters is calculated.  30 ECTS credits given for exempted/waived courses correspond to a semester. The number of semesters deemed completed is counted towards students’ period of study. If the calculated number of ECTS credits is between 24 and 30,  then one semester will be deducted from the student’s period of study.  If the ECTS credits amount to less than the full multiples of 30 but between 24 and 30, then one more semester will be deducted from the student’s period of study.

General Rules of Course Exemption

  • The language of instruction of the courses taken and successfully completed by the students in their previous programs at the University must satisfy the language of instruction requirements of exempted/waived courses in the students’ new programs at OzU.
  • Exempted/waived courses are converted into credits and grades based on the grade conversion table, and recorded in the student’s file. The Grade Conversion Table is updated regularly by the University. If you are unable to see the University for which you will request course exemption in the table, please contact your faculty/school.
  • Students with exempted/waived courses must attend the University as registered students for at least two semesters, and complete at least 60 ECTS credits within this period in order to be eligible for graduation.
  • Waived/exempted courses cannot be taken again by students during their period of study at the University.
