Özer is a preservation architect with a bachelor and Master of Science degree in Restoration and Conservation at ITU. She is currently enrolled as a PhD candidate at Aristotle University in Thessaloniki, studying the conservation of the urban heritage of the Compulsory Population Exchange between Greece and Turkey in 1923. She has been a scholar of Greek State Scholarships Foundation (IKY). She worked as a volunteer assistant for European Perspective in damage assessment in Gujarat, India. She supervised and worked as a consultant on architectural preservation and restoration projects, including İzmit Orhangazi Mosque, former Kayseri Sümerbank Textile Factory, Marmara Region Historical Bridges Conservation Projects as well as several historic houses and the Asomaton Thissio. Turkish Bath in Athens, Greece. She participated in UNESCO Istanbul Fener-Balat Preservation Programme. She has awards from TAC Foundation and USKON. She teaches at Istanbul Technical University. She is a member of DOCOMOMO./p>
