2021-2022 Fall Semester Early Bird Dormitory Applications

Dear Students,

In line with our Rector’s MyOzU announcement dated June 7, 2021 and within the scope of our 2021-22 academic calendar and relevant planning efforts, please find below the necessary application requirements and processes for 2021-2022 Fall semester dormitory applications.

Our dormitories are governed by the Ministry of Youth and Sports, and as per the Ministry’s relevant legislation on student housing, “not to have any communicable disease that may render the applicant inadmissible to public housing” is a pre-requisite for admission to dormitories. ( Article 21, sub-clause c, and Article 26, clause 8 of the Rules and Regulations for Housing Services at Higher Education Institutions promulgated in the Official Gazette dated 02.07.2020)

As per the aforementioned provision, in order to satisfy institutional responsibilities to protect the health of individuals and the public, please be advised that all students who plan to stay in the dormitories in the 2021-2022 academic year and/or who have submitted their dormitory applications in order to be admitted to the dormitories must be fully vaccinated for COVID-19 due to the pandemic conditions.

Pursuant to the protocol determined by the Ministry of Health, students who recovered from Covid-19 must have their vaccinations three months after the infection. Students who have not had Covid-19 must have at least two doses of COVID-19 vaccine, with at least 14 days after receipt of the final dose.  Should a third or fourth shot be required in the future pursuant to the decisions or recommendations of the Ministry of Health, the government or relevant administrative authorities, residents must either have their third or fourth shot administered or accept the termination of their room assignments, even if they previously met the aforementioned conditions and already started staying in the dormitories.

Students who recovered from Covid-19 during dormitory admissions but whose vaccination dates have not arrived yet will be required to accept and agree in writing that when their vaccination dates arrive, they will set up their vaccination appointments and have their vaccinations. The aforementioned requirement for the potential third or fourth shot also applies to the residents hereunder, and room assignments of residents who fail to fulfill their commitments and satisfy the vaccination requirement will be immediately and unconditionally terminated.

Please note that even if all vaccination criteria were fully met for dormitory admissions, residents who were diagnosed with COVID-19 diagnosis during their stay in the dormitories will not be allowed to continue to stay in the dormitories during their quarantine and self-isolation period as per the admissibility requirement of “not to have any communicable disease to render the resident inadmissible to public housing”, which also applies to all other communicable and infectious diseases. These residents will be re-admitted to the dormitories only after their HES code, which is assigned by the Ministry of Health, returns back to “non-risky” status and they present a negative PCR test result.

Please also be advised that all precautionary guidelines and measures for COVID-19 are subject to change, and residents are personally liable for adhering to all revised rules and regulations of the public authorities, and the resulting decisions of Dormitory Management as well as any other precautionary COVID-19 measures or hygiene practices put in place in the dormitories.

Application Period:

You may complete your Early Bird Dormitory Applications for the 2021-2022 Fall semester via SIS from Monday, August 09, 2021, 10 a.m. to Friday, August 13, 2021, 5 p.m.

For applications to be considered, the security deposit (500 TL) and the down payment (2,500TL) must be paid within the application period.    (Students with housing scholarship are exempt from the Down Payment).

You may review and update your application any time until the due date and time for dormitory applications. Changes made to your application will not affect the date or time of your initial application.

Down Payment

The down payment is an initial upfront payment (of 2,500 TL) made during the dormitory application for your application to be considered.  This amount will be deducted from your annual housing fees, and the remaining amount will then be divided into two and charged to you equally in the fall and spring semesters. Excluding housing scholarship recipients, all students must pay the down payment to be eligible to apply for the dormitories.

You may make your down payment in cash at FIBABANK branches between the dates announced by Accommodation Services Management by providing your “Student Number” or “Foreign Identification Number”.

The down payment and the security deposit are two separate fees. Students who have not paid any security deposit before must pay 3,000 TL in total, including the down payment of 2,500 TL  and the security deposit of 500 TL.

Room Assignment Priorities:

  1. Students with Housing Scholarship (Priority is given to scholarship recipients if their first choice is the room type granted by their housing scholarships.)
  2. International students
  3. Current Students from Outside Istanbul
  4. Current Students From Istanbul **

**The order of priority for room assignments for students from Istanbul is as follows based on their registered address in the Central Civil Registration System (MERNIS):

  1. Precinct: Arnavutköy, Beylikdüzü, Büyükçekmece, Çatalca, Esenyurt, Silivri
  2. Precinct: Islands, Avcılar, Başakşehir, Küçükçekmece, Pendik, Tuzla
  3. Precinct: Bağcılar, Bahçelievler, Bakırköy, Beykoz, Esenler, Gaziosmanpaşa, Güngören, Kartal, Sultanbeyli, Sultangazi, Zeytinburnu
  4. Precinct: Bayrampaşa, Beyoğlu, Eyüp, Fatih, Maltepe, Sarıyer, Şişli
  5. Precinct: Beşiktaş, Kadıköy, Kağıthane, Üsküdar
  6. Precinct: Ataşehir, Çekmeköy, Sancaktepe, Şile, Ümraniye

Students whose precincts are the same will be ranked among themselves based on the following order of priority:

  1. Year of Admission (Current students will be ranked based on their year of admission from earliest to latest)
  2. Scholarship Status (Priority is given to scholarship recipients if their first choice is the room type granted by their housing scholarships.  If the scholarship recipient chooses another room type, priority will be given to students without housing scholarship in the same category.)
  1. Date and Time of Application (from earliest to latest)

Important Notes for Recipients of Housing Scholarship:

Recipients of housing scholarships are advised to choose the room type granted by their housing scholarships in order to make sure they are assigned a room. Otherwise, receiving a room assignment is not guaranteed.

In a case in which a scholarship recipient is assigned a room type other than the one granted by his/her housing scholarship as a result of the order of priority, the total amount of housing fees the student needs to pay will be waived up to the amount of the student’s housing scholarship, and the remaining amount will be charged to the student.

Should a student’s housing scholarship be terminated after s/he is assigned a room, the difference will be charged to the student. Recipients of housing scholarship are not required to pay the down payment. However, these students must pay a security deposit of 500 TL.

Application Results and Payments

You may check the result of your dormitory applications via SIS on Tuesday, August 17, 2021. To check your dormitory application results, please log into the SIS and click on the Dormitory Procedures >> Dormitory Application Results tabs.

If your dormitory application is accepted and you are assigned a room, you must prepare the required documents and submit them to the Accommodation Services Management. Once you submit your documents, you may check in your room as of September 21, 2021.

The due date for the payment of early bird housing fees is Wednesday, August 25, 2021.

Failure to make the housing fees until the due date will result in cancellation of the room assignment. Students whose room assignments are cancelled may submit  new applications together with the Newly Admitted Students. The Annual Registration fees paid by these students during the Early Bird Registration Period will be counted towards their second dormitory applications. Therefore, these students do not need to pay the annual registration fees again.

Check-In Procedures and Documents:

1-) A clean bill of health (health certificate) which verifies your fitness to stay in the dormitories (obtainable from a family physician, or public or private hospitals).

2-) ”Vaccination Card” which certifies that the holder has completed his/her two-dose COVID-19 vaccination (obtainable from e-nabiz)

Students who recovered from Covid-19 during dormitory admissions but whose vaccination dates have not arrived yet ;

  • A positive PCR test result which certifies that the holder previously had COVID-19
  • A PCR rest result obtained no later than 48 hours before the move-in.

3-) Criminal Record Check (Police Clearance Certificate) and Archival Criminal Record Check (obtainable from e-government website)

4-) A copy of student visa and passport for international students.
